Read:

'Have' is an irregular verb.  Irregular verbs change in the present simple when they are used in 3rd person singular (he, she, it). In the present simple tense, have changes to has for the 3rd person singular.

he has He has a budget.
she has She has a budget.
it has It has a budget.

Read:

When you ask questions in English in the present tense with the verb have, you need the auxiliary verb do or does.  Use does when the subject of the sentence is the third person singular (he, she, or it).  Use do for all other persons.  

The verb for the subjects he/she/it does not change in the question form. 

When you form questions using do or does, you follow this pattern:

Auxiliary Verb + Subject + Base Verb + Rest of the Sentence

When you give a negative answer in the present tense with the verb have, you also need the auxiliary verb do or does.  Use doesn't (does not) when the subject of the sentence is the third person singular (he, she, or it).  Use don't (do not) for all other persons.  

The verb for the subjects he/she/it does not change in the question form.

When you form negative answers with do or does, you follow this pattern:

Subject + Auxiliary Verb + Base Verb + Rest of the Sentence
